Leeds Older People’s Forum is hosting a special Older People’s Hub session to support the city-wide consultation on the Briggate Action Plan, a set of proposed changes aimed at improving safety, accessibility and the overall experience of Leeds city centre.
The session is designed specifically to give older residents the time, space and support to understand the proposals, ask questions, and share their views before any final decisions are made.
Why this consultation matters
In 2024, Leeds City Council carried out a city centre perceptions survey to better understand how people feel about visiting, working in and moving around the city centre. Feedback highlighted concerns around safety, accessibility, congestion and the balance between different uses of public space.
In response, the Council is consulting on a package of proposals that focus on making the city centre safer, more welcoming and more enjoyable for everyone, including older people, disabled people, families, workers, residents and visitors.
The Briggate Action Plan consultation is open until 23 January 2026, and this Hub session offers an accessible way for older people to take part.
What’s being proposed?
The consultation covers a number of changes affecting Briggate and surrounding streets, including:
- Extending pedestrianised hours on Briggate and nearby streets
- The 24-hour pedestrianisation of Lower Albion Street, between Boar Lane and Commercial Street
- Restrictions on riding bikes and e-bikes during pedestrianised hours
- Restrictions on street peddling, including during large city events and near high-capacity venues
City Centre Management will attend the Hub to explain these proposals, outline the reasons behind them, and listen directly to feedback from older residents.
Linking to wider city centre regeneration
These proposals also sit alongside wider regeneration work in the city centre, including the New Briggate High Street Heritage Action Zone. This nationally recognised programme, led by Leeds City Council in partnership with Historic England, has focused on heritage-led regeneration, public realm improvements, and community engagement in and around New Briggate.
Pedestrianisation, safer streets, and better connections between Briggate, Mark Lane and surrounding areas have been identified as key ways to improve footfall, wellbeing and pride in place — particularly for people who may feel less confident navigating busy city spaces.
